The CA has told the police bullhorn restrictions are unenforceable. The City is trying hard to get the means to close that beach to appease the radicals but State Law is against it. You are quite perceptive. That rope was approved by the Coastal Commission because the City swore its intent was not to impede public access to the shore. There is a lot of money and power involved. The seals and the tourists are only pawns.
